Chicago police officers witness a tow truck driver allegedly get out, put something under a blue garbage bin in the block of 3400 West Potomac, and drive away. They discovered a CPD radio labeled “Property of City of Chicago” with a city inventory number, according to the report obtained by CWB Chicago.
